We can’t speak about iconic Deer Valley communities without mentioning Empire Pass. This high-altitude luxury village is the epitome of ski-in, ski-out living. Many locals consider Empire Pass to be the definitive Deer Valley neighborhood for its pristine location, amazing amenities, and distinct alpine charm.
Here at Chin Fleming Harris Luxury Resort Real Estate, we’d have to agree. Empire Pass has earned its accolades. Here’s everything you need to know about one of the most desirable Deer Valley communities: Empire Pass.
Where is Empire Pass?
Spanning the upper elevations of Empire Canyon and Flagstaff Mountain, Empire Pass is a pristine on-mountain Deer Valley community. Construction for Empire Pass started in the early aughts and continued into the 2010s. As of 2026, there are still some land parcels and master-planned additions in development. The majority of the community sits right at the base of the Silver Strike Express, making it an ideal ski-in, ski-out neighborhood. On the upper part of Empire Pass, you’ll find hotels like the Montage Deer Valley and Sommét Blanc.

What is Empire Pass Known For?
Like many other Deer Valley communities, Empire Pass is well-known as a high-end neighborhood with excellent amenities and access to outdoor recreation. But here are a few things that make Empire Pass special in an area full of already unique neighborhoods:
It’s Where Everyone Wants to Start Their Day
Empire Pass is a great access point for recreation in both winter and summer. Its altitude, location, and proximity to lifts make it the best place to find fresh powder in the morning, which is why it’s the place everyone wants to start their day. In the summer, Empire Pass is fantastic for hiking and biking. Park at the China Bridge Garage and load your bike on the city bus or shuttle and enjoy a quick ride to the best trails around Empire Pass.
Wide Open Spaces
With about 90% of the neighborhood consisting of open space, Empire Pass feels expansive and exclusive. The area was purposefully designed with the developments clustered at the base, not crawling all over the ski runs like other neighborhoods. And since there is no public parking, homeowners here have a huge advantage in terms of access. Empire Pass is also home to exclusive gated communities like Red Cloud and Nakoma.
Mining Roots
Back in the 1800s, the area that would become Empire Pass was busy with mining and smelting operations. It was home to historic mines, including the Flagstaff Mine and Daly Mine. In the 20th century, the area transitioned from mining to recreation. At this time, local groups worked to preserve artifacts and architecture around Empire Pass, incorporating historic mining landmarks into modern developments.

Why We Love Empire Pass
Empire Pass continues to be one of the most desirable Deer Valley neighborhoods, and it’s not just for the fresh powder and interesting local history. Here are a few more things we love about Empire Pass:
- Very Few Commercial Offerings – Although some may consider it a bit of an inconvenience, we think it’s actually great. Empire Pass is almost entirely residential with very few commercial offerings. The only commercial spaces are found in hotels. While this might be a problem for some, it means there’s very little traffic and a more serene ambiance.
- One Road In – With little commercial offerings, Empire Pass doesn’t need extensive driving infrastructure. There’s one main road into the community–Marsac Avenue. Empire Pass is also bisected by the famous Guardsman Pass. During the late spring, summer, and fall, you can take a scenic drive directly through to the other side of Big Cottonwood Canyon and Heber Valley.
- Access to the Best Lifts – You can access some of the best runs in Deer Valley from Empire Pass. From the Lady Morgan Express to the Silver Strike Express, Empire Express, some of our favorite lifts are located in Empire Pass.
- A Year-Round Alpine Feel – Empire Pass has a wonderful alpine feel that is present year-round. Along with the pristine open space, you’ll find lots of trees and architecture that feels decidedly alpine with a modern twist. Many of the properties here have amazing views.
There’s no denying that it’s a special thing to live in Deer Valley. But it’s not all about opulence and recreation. There are many small things we love about Deer Valley that make a big impact.
